James C. Row, CFA – Mr. Row is the Founder of OFSCap, LLC. He is also the Chief Executive Officer for Producers Energy, LLC, an oil and gas operator in Louisiana and Texas. Mr. Row is an expert in various areas of energy finance, including: producer finance, project finance, drilling programs, securities and risk management. Since 2002, he has originated and arranged funding (debt ‐ senior and mezzanine, and equity) on a number of projects in the E&P and power sectors through Five Star Capital and TriStar Latin American Energy Investments. In addition, he has acted as COO or CFO for several private and public entities during transition or funding periods.
Previously Jim was a Sr. VP responsible for business origination and development for El Paso Corp. and Enron Corp. For six years at Enron he was involved in a variety of business development and finance positions at Enron Capital & Trade and Enron International. Jim was a Vice President for Structuring and Bids for power, E&P, energy service companies and water privatization projects worldwide. Mr. Row is an expert on multilaterals (IBRD, IFC, IADB), ECAs and political risk. Jim worked at the IFC (International Finance Corporation), investment‐banking arm of The World Bank, in the Project Finance group for four years where he led or participated in numerous project financing projects and portfolio supervision in over 30 projects in eight countries. Additionally, Jim has worked for Smith Barney (Citigroup‐Salomon Smith Barney) and Dain Bosworth, Inc. (RBC Dain Rauscher). Mr. Row holds a B.S. in Finance from the University of Wyoming, a MBA in Finance from Arizona State University and a CAS from the American Graduate School of International Management (Thunderbird). He is a Chartered Financial Analyst and maintains Series 7, 24, 28, 63, 79 and 99 FINRA securities licenses. Mr. Row is a member of the Houston Society of Financial Analysts, Financial Executives International, Houston World Affairs Council, Houston Producers Forum, IPAA, and AIPN.
